Sacar el permiso de trabajo EAD en Estados Unidos

Una de las formas para trabajar legalmente en Estados Unidos es obteniendo un permiso de trabajo, conocido en inglà ©s por sus siglas EAD.   Hay una gran confusià ³n sobre los permisos de trabajo. Y es que estos sà ³lo se otorgan a las personas que se encuentran en situaciones migratorias muy especà ­ficas y que se detallan mà ¡s abajo. No se debe confundir, porque son cosas muy distintas, con las visas de trabajo, que dan derecho a trabajar sin dicho permiso de trabajo. Ademà ¡s, tener en cuenta que por supuesto ni los ciudadanos americanos y los residentes permanentes legales necesitan un permiso de trabajo. La tarjeta de residencia brinda importantes derechos, entre ellos los de vivir y trabajar permanentemente en los Estados Unidos. En este artà ­culo se explica quià ©nes pueden solicitar e permiso de trabajo,  cà ³mo se tramita, cuà ¡l es el costo, quà © hacer si la peticià ³n es rechazada  y cuà ¡les son las opciones si no se puede aplicar por el permiso de trabajo. Quià ©nes pueden solicitar un permiso de trabajo EAD en Estados Unidos Refugiados polà ­ticos, sus cà ³nyuges y algunos hijos.Asilados, con estatus concedido o pendiente. Si bien en este caso lleva mà ¡s tiempo obtenerlo de lo que se cree debido a lo que se conoce como el Stop the watch. Este beneficio tambià ©n aplica a su cà ³nyuge.Ciudadanos de Micronesia, Palau o las Islas Marshall.Personas a las que se les concede una salida obligatoria diferida (DED, siglas en inglà ©s) Extranjeros con un Estatus Temporal de Proteccià ³n (TPS) o protegidos por NACARA (Ley de ajuste nicaragà ¼ense y de alivio centroamericano).Estudiantes con una visa F-1  que reà ºnen los requisitos.Estudiantes vocacionales con una visa M-1 que quieren adquirir conocimientos prà ¡cticos tras finalizar sus estudios.Los cà ³nyuges e hijos menores de las personas titulares con una visa de intercambio J-1, como por ejemplo, el caso de maestros o docentes.Los dependientes de titulares de visas G para trabajar en organizaciones internacionales ubicadas en Estados Unidos, o l os dependientes de un extranjero con un visado NATO o A-1/A-2 (oficiales de otro gobierno).Las personas con visas B-1 que son empleados domà ©sticos o personales de ciudadanos americanos o de extranjeros con visas no inmigrantes.El cà ³nyuge de una persona con una visa de inversor E-1/E-2.El esposo o la mujer del titular de una visa L-1 en caso de transfer internacional dentro de una misma compaà ±Ãƒ ­a.El prometido/a de un ciudadano americano y los hijos de aquà ©l que cuenten con una visa K-1 à ³ K-2.El cà ³nyuge de un estadounidense que tenga una visa K-3 y los hijos de à ©ste.Los extranjeros que han solicitado un ajuste de estatus.Solicitantes de una suspensià ³n de la deportacià ³n.Jà ³venes que se benefician de la Accià ³n Diferida (DACA, siglas en inglà ©s).Titulares de visas N-8/N-9 (padres o hijos de emigrantes especiales).Los extranjeros contra los que se ha dictado una orden final de deportacià ³n, siempre y cuando tengan un cà ³nyuge o hijos dependientes en los Estados Unidos y que dependan de sus ingresos y que se prevà © un tiempo largo hasta que se ejecuta la expulsià ³n.Los titulares de visas de la familia T ( và ­ctimas de trà ¡fico humano, tambià ©n conocido como trata de personas, explotacià ³n sexual y trabajo forzado y sus familiares inmediatos).Las và ­ctimas de violencia domà ©stica por VAWA.Los extranjeros con una visa U-1 (và ­ctimas de delitos violentos como violacià ³n, violencia domà ©stica o tortura) y sus familiares con visados del mismo grupo.Los muchachos abandonados o abusados que solicitan los beneficios del programa SIJ.Y a partir del 26 de mayo de 2015 las personas con una visa H-4 (esposos de extranjeros con una visa H-1B para profesionales) siempre y cuando està ©n en una de las dos categorà ­as siguientes Tener una peticià ³n I-140 aprobada, es decir, de solicitud de una green card.Que el esposo/a con la H-1B tenga un estatus de visa extendida mà ¡s allà ¡ de los 6 aà ±os porque tiene una aplicacià ³n de green card pendiente. Cuà ¡les son las opciones para trabajar en USA si no se puede solicitar un permiso de trabajo Las formas para trabajar legalmente son las siguientes: Tener la ciudadanà ­a americana. Estas son las 5 formas para obtenerla.Tener una residencia permanente (green card). Estas son 29 formas posibles para sacarla.Tener una visa de trabajo. Este es un listado de mà ¡s de 20.Tener una visa de intercambio J-1, como por ejemplo, para maestros, investigadores y profesores universitarios, au-pairs, etc.Las visas de inversià ³n E-1 y E-2. Una vez que se tiene un documento que permite trabajar legalmente en Estados Unidos, se puede buscar trabajo de diferentes formas, entre ellas a travà ©s de bases de datos. Aunque no es Estados Unidos, a veces puede ser una excelente opcià ³n considerar otros paà ­ses, como por ejemplo, Canadà ¡, particularmente en el caso de profesionalistas cuyas habilidades son buscadas en el paà ­s vecino.   Ademà ¡s, tener en cuenta que en Canadà ¡, ademà ¡s de la opcià ³n de emigrar siguiendo las reglas del gobierno canadiense, existe la posibilidad de hacerlo siguiendo las reglas de cada provincia. Pero todos los solicitantes deben adjuntar con su peticià ³n, si es que à ©sta la envà ­an al USCIS: Una copia del I-94 o registro de entrada y salida, excepto los que solicitan bajo la categorà ­a de ajuste de estatus.Una copia por el derecho y el revà ©s de todos los permisos de trabajo que se hubieran tenido con anterioridad.Dos fotos idà ©nticas y a color estilo pasaporte tomadas en los 30 dà ­as anteriores al envà ­o de la solicitud. Arancel (cuota o tarifa) que pagar al USCIS Costo general La tarifa de presentacià ³n de la solicitud es de $410, excepto parta los jà ³venes que aplican por DACA que deben pagar ademà ¡s otros $85 en concepto de pruebas biomà ©ticas. Es decir, para estos muchachos el costo total es de $495. Sin embargo, no tienen que abonar una cuota por solicitar el permiso de trabajo los solicitantes por primera vez bajo las siguientes categorà ­as: refugiados, asilados en determinadas categorà ­as, titulares de visas N-8/N-9, U-1 (và ­ctimas de violencia), T-1 (trà ¡fico de personas). Tampoco tienen que abonarlo los ciudadanos de Micronesia, Palau o las Islas Marshall, las personas dependientes de oficiales de gobiernos extranjeros o trabajadores de organizaciones internacionales ubicadas en Estados Unidos o de NATO. Tambià ©n està ¡n excluidos de esta obligacià ³n las personas que solicitan por sà ­ mismas amparo en aplicacià ³n de VAWA por ser và ­ctimas de violencia domà ©stica o aquellos extranjeros a los que se les ha concedido una suspensià ³n de la deportacià ³n. Personas con dificultades econà ³micas que pueden estar exentos de pagar Ademà ¡s, otras personas que deberà ­a pagarlo pero està ¡n pasando por una à ©poca financiera difà ­cil podrà ­an, si cumplen con los requisitos, aplicar para no pagar la tarifa al USCIS. Parenting Styles in The Kite Runner Essay Parental guidance is an important aspect for the development and growth for a child but the relationship between the two is not always one filled with love. The bond between a father and son, especially growing up in Afghanistan in the late 1970’s, is often a relationship filled with pain and agony in order to teach viable lessons to his son. In Khaled Hosseini’s, The Kite Runner, overseeing the bonds between fathers and sons demonstrates the importance of having a father figure in your life and the many valuable lessons a father can teach his son. Throughout the novel, different parenting styles are represented through each of the fatherly figures, causing the young boys to have very different experiences while growing up. The relationships between Baba and Amir, Hassan and Sohrab, and Amir and Sohrab all demonstrate the significance of having a fatherly figure in your life and how different parenting styles can affect your development as a child. The Kite Runner is focused on the growing relationships between father and son but more specifically, Baba and Amir. Initially, when Amir is still a young boy, the relationship between himself and Baba is very distant. Amir struggles trying to get his fathers attention when all Baba can focus on is how different his son is from him. The Bog Bodies of Europe - Archeological Finds The term bog bodies (or bog people) is used to refer to human burials, some likely sacrificed, placed within peat bogs of Denmark, Germany, Holland, Britain, and Ireland and naturally mummified. The highly acidic peat acts as a remarkable preservative, leaving the clothing and skin intact, and creating poignant and memorable images of people of the past. The reason that bogs permit a high level of preservation is because they are both acidic and anaerobic (oxygen-poor). FOOD: Food can be primarily anything that can be caught near the bottom of the habitat or the benthic zone, and these are mostly polychaetes, crustaceans, and bony fishes (McEachran 177). Other reported organisms that are hunted include bivalves, tube anemones, clams, nereid worms, and amphipods (Passareli). HABITAT: Atlantic stingrays live in brackish benthic water systems, where the saltwater meets fresh waters coming from estuaries (Johnson 75). There is a preference for sandy bottoms but with water depths less than 25m (Piercy). These fish migrate from brackish waters to fresh waters and back again, depending on the climate of the areas, which shows that they have varying but wide degrees of salt tolerance. Water temperature ranges for the species is around 24.5Â °C-31.0Â °C (Wallman 259). MATING: Initial studies mentioned that Atlantic stingray mating seasons start from late March when ovulation in females begin and lasts up to July (Johnson 74). In this paper I will focus my attention on possible measures and remedies aimed at establishing bridges of understanding between minority prisoners and corrections. I have critically examined a significant number of authoritative sources regarding the issue and I’m going to evaluate the problems that exist in current situation with minority representatives in prison and advocate for the necessary policy change. I shall note with regret that escalating tension between minority prisoners and the personnel is jeopardizing the rehabilitation of the convicts. This problem is often but inadequately addressed by prison authorities. Let me bring some examples. In Pakistan, according to Shehar Bano Khan’s article entitled â€Å"’Ordeal’ of Minority Prisoners†, Christian prisoners suffered from the â€Å"bitter ordeal of discrimination†, and the â€Å"prison authorities unbridled highhandedness and discriminatory behaviour has become a major personal safety concern†¦Ã¢â‚¬  (www.dawn.com/2004/08/29/nat16.htm) I want to start enlisting methods of building bridges of understanding between minority prisoners and corrections by quoting the message of the Scottish Prison Service: â€Å"The Prison Service is absolutely committed to ensuring race equality and delivery of good race relations in all aspects of our work. We will ensure that race issues are addressed in all parts of our business – and promote race equality as a core standard and essential ingredient for running a successful prison.† (www.sps.gov.uk/home/reqs.pdf) All Party Parliamentary Group for Further Education and Lifelong Learning in the report on prison education came to the following conclusion: â€Å"Black and ethnic minority prisoners may have different learning needs and some requirement for different sites and modes of learning. For example there is a need for more culturally sensitive programmes for such prisoners prisoners whose first language is not English will need different learning programmes.† (http://www.natfhe.org.uk/says/pubsfued.html) This should be a very serious concern in the prisons worldwide; this principle should be applied to any interaction between the staff and minority prisoners, let alone the educational process. The staff of the prison should always keep in mind that prisoners from different racial and ethnic background may require using different interaction models. All the minority prisoners must have access to quality interpretation services; this is the first step to build the bridges of understanding in a literal sense. This may sound unrealistic for the moment but prison personnel should work towards the completion of this important goal. Keeping in mind, that minority prisoners may be vulnerable and sensitive about some issues, it would be of great use organizing a special training session for prison staff concerning cultural and religious practices of minority prisoners serving their sentence in a specific institution. The report entitled Implementing Race Equality in Prisons advices â€Å"to ensure effective training incorporating race equality issues†¦is developed and delivered to employees and contracted staff on the basis of learning need.† (www.cre.gov.uk/pdfs/PrisonsFI_action.pdf) Basically, the question of religion is a separate topic. The prison personnel should be very attentive to this issue since religious disrespect may cause tension and confrontation. For centuries prisoners have been deprived of their right to religious practices because it was perceived as an effective way to demoralize them. Let’s remember the controversy over the religious discrimination of the prisoners in Guantanamo. Shehar Bano Khan’s article also informs that in Pakistan, â€Å"discriminatory treatment of Christians and other minorities has become a regular feature†¦Ã¢â‚¬  with â€Å"janitorial work†¦assigned to the Christians only† and with â€Å"no preacher for them.† (www.dawn.com/2004/08/29/nat16.htm) The prison personnel should ensure that every minority prisoners has an opportunity and facilities to practice his/her religion; spiritual literature should be supplied if necessary. The guard shouldn’t subject the convicts to discrimination due to their religious beliefs. The Race Equality Scheme being implemented by Scottish Prison Service states the same: â€Å"Members of all religious groups have the same right to practice their faith. Arrangements should be made to give each group the same opportunities to do so.† (www.sps.gov.uk/home/reqs.pdf) There’s much debate over the question of the religious practices in prisons. It’s widely recognized that â€Å"although prisoners retain the right to free exercise of religion, incarceration places some practical limits on this right,† as Mara Schneider informs in the article entitled â€Å"Splitting Hairs: Why Courts Uphold Prison Grooming Policies and Why They Should Not.† (Michigan Journal of Race Law 2004)   Therefore, the prison personnel should ensure religious freedom unless it’s incompatible with safety concerns. The article by Jennifer Vogel entitled â€Å" White Guard, Black Guard: Racism in Washington Continues† informs that â€Å"more than one third of the more than 14,000 state prison prisoners are of minority descent.† In the article the issue of violence against minority workers and prisoners is scrutinize. The author proposes a highly efficient measure to establish fair treatment of minority prisoners. She especially stresses the fact that â€Å"while 23 percent of prisoners are black, only 6 percent of DOC employees are black.† (www.prisonlegalnews.org/ban.htm) Employing guards from minority background will provide a positive model of non-discrimination. Still, careful workplace control should be initiated. The offences of minority guards are reported and such practices lead to violence towards minority prisoners. This caused, according to Vogel’s article, â€Å"a frightening atmosphere where white guards refer to blacks as â€Å"coons† and worse; where minority prisoners are targeted for beatings; where black guards receive threats†¦Ã¢â‚¬  (www.prisonlegalnews.org/ban.htm) We live in multiethnic societies. Until there is no equality and fair representation of minorities in staff we can’t speak of establishing efficient communication between the prisoners and the guards. The report entitled Implementing Race Equality advices â€Å"to increase the proportion of staff from minority ethnic groups to achieve a representative workforce†¦Ã¢â‚¬  (www.cre.gov.uk/pdfs/PrisonsFI_action.pdf) The statistical report entitled Ethnic Minorities: Crime and Criminal Justice states the following: â€Å"Ethnic minorities are under-represented in the police, prison service, lay magistracy and at senior levels in all criminal justice agencies.† (http://www.rouncefield.homestead.com/files/a_soc_dev_35.htm) The guards should never deprive prisoners of the use of any prison facilities. The Scottish Prison Service recommends the following: â€Å"The range of facilities provided and opportunities offered to staff and prisoners, including jobs, should be responsive to the needs of ethnic and racial groups. All staff and prisoners should have equal access to those facilities and opportunities.† (www.sps.gov.uk/home/reqs.pdf) The report entitled Implementing Race Equality in Prisons also supports this view by stating that the following should be proposed to all the prisoners on the equal basis: â€Å"Facility licences enable eligible prisoners the chance to participate in; training, employment, educational and community service or for official purposes such as attending civil court proceedings.† (www.cre.gov.uk/pdfs/PrisonsFI_action.pdf) We must admit that the most efficient way of protecting minority prisoners’ right is launching a formal complaint. Numerous court cases were initiated on this issue. Therefore I would suggest informing both the prisoners and the guards about non-discrimination legal acts and policies as well as practical methods of protecting their rights. All the necessary support should be provided to the prisoners who want to defend their right. Kimmett Edgar and Carol Martin interviewed the ethic minority representatives in the local prisons. Here’re their findings: â€Å"32% said they had not experienced anything that warranted a complaint†¦36% of those who had experienced discrimination said that they had complained.† The reasons for not complaining included that the prisoners â€Å"were frightened of reprisals from staff if they did complain,† or â€Å"believed it would be futile to complain,† or â€Å"they did not know how to complain.† (www.homeoffice.gov.uk/rds/pdfs2/rdsolr1104.pdf) Ensuring transparency and efficiency of the complaint system should be the primary concern of the prison personnel. The prison personnel should help the prisoners to overcome all this barriers and to obtained necessary legal help. The report entitled Implementing Race Equality in Prisons stresses the importance of proper monitoring and surveying. This should include 1. Prisoner Ethnic Monitoring data outcomes, 2. Race Relations Management Audit score, 3. Substantiated/unsubstantiated racial incidents (prisoners/visitors), 4. Prisoner survey outcomes,5. Visitor survey outcomes. Scottish Prison Service in the annual 2004 report indicated several important initiatives aimed at building bridges between minority prisoners and guards and establishing racial equality. From my point of view, the most interesting of them were â€Å"development of closer links with a number of external organisations in the promotion and development of race equality within our Service,† â€Å"the introduction of a foreign language book rental scheme for prisoners,† â€Å"the continued development of our Race Relations Complaints system and monitoring from our national Race Relations Liaison Monitoring Group,† as well as â€Å"the development of Dietary Guidance in relation to ethnic minority catering throughout the estate.† (http://www.sps.gov.uk/keydocs/race_equality_reports/default.asp) To sum up my paper, I would like to stress once more the importance of building bridges of understanding between the minority prisoners and corrections. The rights of the prisoners and non-discrimination should be the key principles in providing proper treatment of minority representatives. There is a variety of measures aimed at ensuring equality in prisons ranging from staff training to monitoring. But I would like to stress that all these measures would work only if applied consistently and simultaneously. Safety Policy Statement a. Safety is paramount in all flight operations. Company X manages safety risks related to its operations to as low a level as reasonably practicable. Company X will manage safety through its dedicated commitment to implement and maintain Company X’s Safety Management System. This commitment includes the responsibility of both Company X’s management and employees to continuously improve the level of safety and never to become complacent when it comes to the safety of Company X’s operations. It is the joint responsibility of everyone connected within the flight operation to be proactive and ensure all safety hazards are identified, analyzed and, where possible, eliminated or avoided. When this is not possible, mitigation is developed, implemented and tracked to verify that the level of the associated risks are acceptable. It will also be the commitment of both management and of all employees to comply with all applicable regulatory requirements when conducting Company X’s Operation. . Ethical Perspective on Assisted Suicide Essay

Moral and ethical debates attempted to resolves controversial issues but never seem to end with everyone agreeing. Often these ethical and moral debates are complex and involve opinions persuaded by religion or customs and have legal implications to consider. Physician assisted death is one of these very complex and controversial issues that all people will never agree on. Many questions arise in the debate of physician assisted death such as patients’ rights, physicians controlling the right if someone lives or dies, a patience’s mental state, a family member’s rights, religious beliefs of the parties involved and the law. Philosophers attempt to explain the different theories that people will use to argue their belief systems in terms of logic and reasoning. For example, some people may take the position of a deontologist who would argue that it is our moral duty to support and sustain life therefore assisted suicide should not be allowed. Unfortunately, this very emotional thought provoking debate is not a â€Å"black and white issue,† as most ethical arguments are not. In the situation of physician assisted death I disagree with the deontologist point of view that it is immoral for a physician to assist a patient in suicide. I believe as some relativist due, that as long as the patient is fully capable of making this decision and the patient is in a constant state of agony, then the patient has the right to make the choice to live or die. A relativist believes that morals are only relative to that particular society and if physician assisted death was considered moral in that group then it would be considered a moral act. Neither theory is without flaws as some deontologist even share my point of view and some relativist can be very extreme in what they feel is relative to being morally right or wrong. The bottom line is that people will probably never completely agree on this subject. Ethical Perspective on Physician Assisted Death Physician assisted death is also referred to as PAD. Physician assisted death is the more politically and ethical term versus physician assisted suicide. There is also a difference that should be made known between euthanasia and PAD. In a situation of euthanasia the physician administers the lethal does by injection to the patient ending the patient’s life. In physician assisted death the doctor write a prescription for a pill that the patient oluntarily administers themselves that will end their own life. Physician assisted death is now legal in two states, where Organ passed the law in 1994 and Washington state passed the law in 2008. That means in forty eight states it is against the law to assist the patient either directly or indirectly in ending the patient’s life. If a physician even provides information to the patient that would f acilitate their death the doctor can face criminal charges and lose their medical license. Many people are familiar with the radical doctor Dr. Jack Kevorkian who used the method of euthanasia. Dr. Kevorkian is responsible for euthanatizing over 130 people some of which were either clinically depressed or terminally ill. Dr. Kevorkian created a huge debate across the United States that gave rise to many questions such as to the legality of the constitutional laws and ethical perspectives. Laws that are passed don’t not always represent a societies ethical views and vice versus a, some ethical standards are against the law. If everyone had the perspective of relativists, then the laws would vary from city to city. For example, every other city could be for physician assisted death or against it creating a checkered board effect of laws that very from city to city. This because the relativist believes that morals are only relative to what the society believes. Dr. Kevorkian was tried in a Michigan court on four of assisting suicide and was convicted of one count which has videotaped and released to the popular television show â€Å"60 Ethical Perspective on Physician Assisted Death Minutes. † Another doctor by the name of Derek Humphry’s whose wife died a slow agonizing death by cancer started a foundation in his wife’s memory, called the Hemlock Society to provide information to dying patients on how to take the â€Å"final exit. † (Howard Ball 2012) Medical technology has advanced over the years and has allowed us to live healthier and more active life styles. However, with medical advancement came the ability to prolong life and at times keeping patients alive beyond what I feel God has called them to live. At the point in life when a person is being kept alive by a machine breathing for them and intravenous nutrition being given, one has to ask themselves is this â€Å"has medical treatment gone too far by interfering with a natural part of dying. † It seems medical technology has crossed the line at times because it is no longer a matter of improving the quality of life but prolong a natural death. There is a moral dilemma that is taken place where doctors are making billions of dollars by providing long term health care to patients beyond what nature has called for. During the twenty century medical technology advance to point of creating an epidemic where people could live longer lives but it didn’t always guarantee a quality life. Without being able to take care of oneself or enjoy the life they worked hard to create many people feel they don’t want to live a life of suffering. Many people feel they have lost their dignity and don’t want their friends and family to remember them in a feeble state of being. This brings up the question of what is happiness and considered quality of life. I believe the deontologist perspective takes away a human beings right to choose how a person wants to live. A deontologist will argue that life must be sustained because it is our moral duty but isn’t it our moral duty to end a human beings suffering or to let people die a natural Ethical Perspective on Physician Assisted Death death? In fact some deontologists do believe that morals are obligations based on religious beliefs and they don’t support sustaining life in every situation. For example, if a woman was pregnant and the baby was going to cause the death of the mother then they may believe it is acceptable to terminate the pregnancy to sustain the life of the mother. Yet others could argue â€Å"who is to say what is natural,† and when someone should die. Many people who support legalizing patient assisted suicide believe it is the patient’s right to die with dignity but other would insist that society has a moral obligation to preserve life. The relativist would state if the society believes it is moral to condone patient assisted suicide then for the society it is morally correct. â€Å"The view of ethical relativism regards values as determined by one’s own ethical standards, often those provided by one’s own culture and background. Rather than insisting that there are moral absolutes, moral claims must be interpreted in terms of how they reflect a person’s viewpoint; moral claims are then said to be â€Å"right in a given culture† or â€Å"wrong for a given society. (Mosser, K 2010) Those that argue against physician assisted death will argue it is our duty to protect and preserve all life. People will argue their points of views using logic, reasoning and provide supporting evidence. However, in the case of ethical debates there often is not any evidence to support a claim on either side of the issue. Consequently, as much as people will try to argue their point of view with reasoning an d logic their emotions can get in the way and make it difficult to persuade the other person. Many times the family is involved in the case of physician assisted death and each family member may have different ethical beliefs then the patient. This can make the decision even more painful as we taken into consideration the effects our decisions Ethical Perspective on Physician Assisted Death have on other people. The deontologist believes that it is our moral duty to protect and preserve life and that physician assisted suicide is an immoral act. Deontology doesn’t deny that acts have consequences; rather, insists that those consequences should not play a role in our moral evaluation of such acts. †(Mosser K 2010) Under the deontology theory a person would claim that it is wrong for a physician to assist a patient in committing suicide because the result is death and we are to preserve life not assisting in taking their life. Deontology and Ethics 2013) This theory would provide that there is no reason good enough to go against ones moral and civic duty even if it means allowing someone to suffer in pain, which ignores the patients’ rights. The terminally ill patient not only wants to live with having their quality of life and having dignity but they also want to die with dignity. The terminally ill patient has few options such as suicide or living in extreme pain. Some patients are too ill to even get out of bed to be able to commit suicide. Terminally ill patients that are suffering should not be made to feel demoralized for wanting to end their suffering. If the patient has paid into a life insurance fund all their life the company mostly likely will not pay their loved ones death benefits if they commit such an act. The problem is patient assisted death is not recognized as a medically necessary procedure. There is also a great stigma that comes along with committing suicide that the families have to live with after their loved one has died. (Lois Snyder, JD, and Daniel P. Sulmasy 2001) Family members can find themselves in court fighting again other members of their family to keep their loved ones alive. Going to court can be an emotionally painful process and doing so puts the patient through more emotional agony. Many families will break apartment because their ethical views differ so greatly. Roman Catholic Church has been the one biggest contesters of physician assisted death. Ethical arguments are based on beliefs systems that are learned through culture and religion therefore are only relative to that person or society. The One of the issues with relativism is that is a person’s beliefs can be too extreme and farfetched. Under the law of relativism any belief system relevant to that person would be considered ethical even murdering someone. Many doctors and nurses struggle with their feeling on patient assisted death because their morals and ethical views tell them it is wrong to assist a patient in death but they have great sympathy seeing their patients in pain and they want to help. Also, doctors take the Hippocratic Oath which states that doctors will never harm their patients but I argue the facts that prolonging death is harming the patient and takes away their constitutional right to choose death. Many religions believe as deontologist do in that is against their religion to assist someone in procuring their own death but that is exactly it the issue that it their belief system and not everyone’s. The constitutional represents the Liberty Due process clause that says it is a fundamental right for terminally ill patients to die with dignity by the assistance of a medical professional. Lawyers have argued the fourteenth amendment which allows a doctor to remove life support as the last dying will and testament of the patient yet a physician cannot medically assist a patient in ending the life of a terminally ill person who is verbally requesting it. The typical plant cell has in addition a cell wall, a rigid structure made up of cellulose that surrounds the plasma membrane. Most animal cells are mostly filled with cytoplasm, whereas the plant cell has much of its volume taken up by a central vacuole containing water, salts, sugars and other compounds. The purpose of this experiment is to differentiate between prokaryotic and eukaryotic cells. Also to distinguish among plant, animal, and protest cells and identifying the organelles that are evident in them. Materials and Methods A wet mount with a sample of Elodea (a common pond weed) was prepared. The wet mount is prepared by placing a drop of water on a glass slide. A very small piece of the Elodea is placed in the water and covered with a slip cover. The slide was then placed under the light microscope and observed for cell shape, and identifying the different organelles evident in the plant. The slide was kept on the microscope stage until it became warm. After a few minutes the slide was observed for the movement of the chloroplasts. The movement of the chloroplasts was also recorded. A wet mount with a sample of an onion cell was prepared. The wet mount is prepared by placing a drop of water onto a glass slide. One thin layer of the onion was placed in the drop of water. One drop of the Neutral Red was put on the slide to stain the onion. The slide was placed under the light microscope and observed for shape by focusing up and down through the layers. It was also examined for what type of organism it was and the cellular organelles observed. A wet mount with a sample of a potato shaving was prepared. The wet mount is prepared by placing a drop of water onto a glass slide. Using a scalpel blade, a small portion was thinly sliced from the potato and placed on the slide. A drop of iodine was then added to the slide to stain the wet mount. Iodine will stain the starch granules. The slide was then place under the light microscope and observed for shape and various layers by focusing up and down through the layers. It was also examined for what type of organism it was and the cellular organelles that were present. A wet mount, with a sample of a cheek cell, was prepared. The wet mount was prepared by placing a drop of water onto a glass slide. The cheek cell was obtained by gently scraping the inside of the human cheek with a toothpick. The toothpick was then placed in the drop of water on the slide to transfer the cells. The cheek cell was then stained with one drop of methyl blue. The slide was then placed under the light microscope and observed for shape and layers by focusing up and down through the layers. Two commercially prepared slides were observed. They were a prepared slide of a Paramecium caudate and an Amoeba protests. The slides were place under the light microscope and observed for the shape and various layers by focusing p and down. They were both examined for what cellular organelles were present. Results The results for the organisms observed, the type of organism, and what cellular organelles were observed can be seen in Data table 1. Table 1. The cellular organelles that were observed were a cell wall, chloroplast, cytoplasm, and a nucleus. The nucleus was located off to the side of the cell. This was assumed to be because of the large central vacuole. As the slide began to get warm, after sitting on the stage for a while, the chloroplast began to move in a clockwise motion around the cell. The warmer the slide became the faster the chloroplast moved. The onion cell was also distinguished as a plant cell due to its rectangular shape. It was stained with Neutral Red it accumulates in the cytoplasm of the cell. The cellular organelles that were observed were a cell wall, nucleus, and cytoplasm. The onion cell has no central vacuole so the nucleus in this plant cell was located in the middle of the cell. The potato was determined to be a plant cell. The cellular organelles that were observed were the cell wall and amylases. The potato was stained with iodine which turns the starches in the potato black. Many amylases were observed. Amylases are plasmids where starch is stored. The cheek cell was determined to be an animal organism. The cellular organelles that were observed were the nucleus and cytoplasm. Four commercial slides were observed. They were a paramecium, amoeba, small intestine, and blood. The paramecium, when examined under the light microscope was determined to be a protest. The cellular organelles that were observed were the nucleus, vacuoles, and cilia. The amoeba was determined to be protest as well, with the cellular organelles nucleus and cytoplasm both present. The small intestine was determined to be an animal cell. The cellular organelles that were present were the nucleus and chromatin. The blood was determined to be an animal cell with only cytoplasm that was able to be seen. Eukaryotic cells are a type of cell more complex than their counterparts, prokaryote. Prokaryote include simple bacteria, while eukaryote make up all fungi, animals, plants and protests. Prokaryotic and Eukaryotic cells make up all known terrestrial life.

For his bravery in battle, he was given the title Pompey the Great (Pompeius Magnus). Sertorian War and Third Mithridatic War Civil war continued in Rome when Quintus Sertorius, one of the Populares, launched an attack against the Sullans in the Western Roman Empire. Pompey was sent to assist the Sullans  in the fighting, which lasted from 80 BCE to 72 BCE. Pompey was a skilled strategist; he used his forces to draw out the enemy and attack them when they least suspected it. In 71 BCE, he helped Roman leaders suppress the slave uprising led by Spartacus, and he later played a role in the defeat of the pirate menace. When he invaded the country of Pontus, in Asia Minor, in 66 BCE, Mithridates, who had long been a thorn in Romes side, fled to the Crimea where he arranged for his own death. This meant the Mithridatic wars were finally over; Pompey could take credit for another victory. On behalf of Rome, Pompey also took control of Syria in 64 BCE​ and captured Jerusalem. When he returned to Rome in 61 BCE, he held a triumphal celebration. The First Triumvirate Along with Marcus Licinius Crassus and Julius Caesar, Pompey formed what is known as the First Triumvirate, which became the dominating force in Roman politics. Together, these three rulers were able to seize power from some of the Optimates and resist the power of the Roman nobles in the Senate. Like Pompey, Caesar was a skilled and highly respected military leader; Crassus was the wealthiest man in the Roman Empire. The alliances between the three men, however, were personal, tenuous, and short-lived. Crassus was not happy that Pompey had taken credit for overcoming the Spartans, but with Caesar mediating, he agreed to the arrangement for political ends. When Pompeys wife Julia (Caesars daughter) died, one of the main links broke. Crassus, a less capable military leader than the other two, was killed in military action in Parthia. Civil War After the dissolution of the First Triumvirate, tensions began to escalate between Pompey and Caesar. Some Roman leaders, including those who had previously resisted the authority of Pompey and Caesar, decided to back Pompey in an election for consul, fearing that the failure to do so would create a power vacuum in Rome. Pompey then married Cornelia, the daughter of the Roman consul Metellus Scipio. For a time, Pompey controlled much of the Roman Empire while Caesar continued his campaigns abroad. In 51 BCE, Pompey made moves to relieve Caesar of his command. He promised to give up his own armies as well; however, some scholars claim that this was merely a ploy to hurt public opinion of Caesar, who no one expected would surrender his forces. Negotiations continued unsuccessfully for some time, with neither commander willing to make military concessions, and eventually the conflict turned into outright war. The Great Roman Civil War- also known as Caesars Civil War- lasted four years, from 49 to 45 BCE. It came to an end with Caesars decisive victory at the Battle of Munda. Death Pompey and Caesar first faced each other as enemy commanders after Caesar, defying orders from Rome, crossed the Rubicon. Caesar was the victor of the battle at Pharsalus in Greece, where he was outnumbered by Pompeys forces. After the defeat, Pompey fled to Egypt, where he was killed and his head cut off so that it could be sent to Caesar. Legacy Even though he turned against Caesar, Pompey was widely admired by his countrymen for his role in the conquest of various territories. He was especially admired by the nobles, and statues of him were placed in Rome as a tribute to his military and political accomplishments. His image was printed on silver coins in 40 BCE. Reduction of Lead Time by Quick Response Manufacturing (QRM) Quick Response Manufacturing (QRM) is a strategy which needs to applied throughout the company and whose primary goal is the reduction of lead-time in each and every operation of the company while simultaneously reducing costs and improving quality. QRM can be defined in two contexts: Externally (Customers point of view): QRM means quickly responding to customer needs by designing and producing goods customized to cater those needs. Internally, QRM stresses on reducing the lead times throughout the organization, leading to lower inventory, better quality, reduced cost, and greater responsiveness. QRM uses Manufacturing Critical-path Time (MCT) as the metric for measuring the success of QRM processes. MCT is an extension of the concept of lead-time, which is the time from the receipt of order from the customer till the product is delivered to the customer. There are 2 ways of implementing QRM: one is using large breakthrough improvements and the other is through continuous improvements. QRM was developed by Rajan Suri, a Professor at the University of Wisconsin-Madison, who is famous for his works on continuous improvement programs. He not only gave the theory but also the practical ways by which QRM could be successfully applied and integrated in the operations of the company. QRM is basically an extension of Time based Competition (TBC), which was a strategy used by Japanese firms in the 1980s. TBCs philosophy is to use speed to gain competitive advantage. QRM is more particular as it is restricted to manufacturing firms only. QRM finds its first foray in history in 1993 with the foundation of the Center for Quick Response Manufacturing at the University of Wisconsin-Madison.[2] In 1995, Rajan Suri published the article Slaying the Beast which put forth some bad policies which were prevalent in manufacturing companies and also offered explanations for the same. This helped QRM gain a lot of recognition and importance.1 The positive response spurred Dr. Suri to con tinue working on this subject and this further led to his consulting businesses in implementing QRM and successfully applying the same in many companies. Since then, the Center for QRM has helped in applying QRM in nearly 180 companies resulting in reduced lead times and increased market shares.2 QRM Principles: Traditional View: Everyone will have to work faster, harder and longer hours, in order to get jobs done in less time. QRM Principle #1: Find whole new ways of completing a job, with the focus on lead-time minimization Its not necessary to work harder, faster and longer hours to complete job earlier. One can focus on finding new ways to complete a job that takes lower time. Most of the time a job spends in a queue instead of in process and traditional approach only look to reduce processing time (touch time) and in QRM focus is on lead-time (total elapsed time) and not just processing time. Out of total lead-time 34 days only 19.5 hours is a touch time so it makes sense that we should focus on whole 34 days. But generally organizations are not designed to focus on lead-time. Mainly because organizations dont recognize the cost of waiting they mainly focus on processing time like one need to reduce batch sizes to reduce waiting time but it will increase number of setups that will increase their processing time which is mostly opposing to company goals. So, Companies need to change their accounting systems and reward systems so that benefits of reduction in lead-time can be measured and rewarded appropriately. Examples of Organizational Waste Due to Long Lead Times: Expediting of hot jobs or late orders: Requires Systems, Air Freight, People, even Top Management time. Production Meetings required to change and update priorities. Overtime costs for trying to speed up late jobs. Time spent by Sales, Planning, and other Departments to develop and update forecasts. WIP and Finished Goods holding costs, including space. Obsolescence of parts made to forecast but not used. Quality problems not detected till much later; lots of rework or scrap. Opportunity for: Order changes or even cancellations. Feature and scope creep. Loss of sales to competition. Sales time devoted to expediting and explaining delays to customer. Complex systems required to manage the dynamic environment. There is one major problem with cost based systems that hinders QRM implementation that is functional structure of an organization. Looking the figure one can see how organizations fell into vicious circle by delaying regular jobs because of hot jobs and then again increase in hot jobs due to insertion of safety time due to delay in regular jobs. This is also called response time spiral. And so the spiral grows. QRM focus on reducing system in time like we do in service industry but this will require substantial reorganization of most of the processes. Basically, we will end up with cellular organizations in shop floor and also in offices and each cell will focus on its customers. The POLCA material control system helps coordinate production across multiple cells. Also, new operating methods such as time slicing are described, to help cells share non-cell resources. Traditional Belief: To get jobs out fast, we must keep our machines and people busy all the time. QRM Principle #2: Strategically plan for spare capacity plan to operate at 80% or even 70% capacity on critical resources. This principle is hard to digest as we believe that we should utilize capacity to its maximum possible value. Any reduction in the same would mean losing out on productive opportunities, resulting in increasing costs. However, by keeping all the machines busy at tall times does not necessarily transform into higher output or higher productivity. We frequently encounter the problems of growing queues due to the presence of a few bottleneck machines and jobs spending a lot of time waiting for resources due to mismanagement. All this ultimately results in increasing the lead time of the jobs which culminates in the increase of the organizational costs, which have been enlisted in the previous table. In the long run, these costs actually prove to be greater than the opportunity costs of not utilizing the spare capacity. Hence, the spare capacity should be considered as a strategic investment that will pay for itself many times over in increased sales, higher quality, and lower total cost s. Traditional Belief: In order to reduce our lead times, we have to improve our efficiencies. QRM Principle #3: Measure the reduction of lead times and make this the main performance measure. Eliminate traditional measures of utilization and efficiency. This is again a measure which is very hard to digest. We always measure the usefulness of any process through its efficiency and utilization. However, the problem with the traditional belief is not that efficiency is not an important measure, but that most measures of efficiency result in increased lead time which ultimately harms the organization. Large batches are used in a lot of companies in a bid to reduce the setup costs. However this very measure results in increasing the lead time which can culminate in the same problems as enlisted in the previous principle. There are numerous examples to show the scope of reduction of lead time in organizations, a prominent one being the case study in Becker (2001) which showed how lead time for a line of spare parts for the oil drilling industry dropped from 40 days to 5 days using reduction of lead time as the main performance measure in a manufacturing cell. QRM says that the quantities as calculated by EOQ are not appropriate and consistent with the goal of reducing lead time as EOQ doesnt consider many costs of large lots like expediting of late orders, overtime cost for trying to speed up late jobs, WIP holding costs including space. Also quality problems are detected much later than with small lots and the amount of rework and scrap generated is also much larger. At the same time, another important point which is missed in EOQ is the lack of responsiveness which occurs when the process is carried out with large lots. Large lots and planning for the same makes it difficult for the organization to respond quickly to change in customer needs. Nor can good lot sizes for QRM be predicted by the MRP system, since it assumes fixed queue times regardless of workload. Hence, in order to reduce the lead times throughout the organization, it is important for everyone in a manufacturing firm, and especially for senior managers, to understand the dynamics of factory operations. The senior managers need to have a broad outlook and decide on the policies of manufacturing and performance measures only after fully understanding the effects of capacity utilization, efficiency measures, and lot sizing policies on lead time. Traditional performance measures of utilization and efficiency encourage managers to exploit their resources to the maximum possible value. Production is considered infeasible only when the capacity utilization exceeds their maximize resource utilization, and only think about their capacity limit as a boundary between feasible and infeasible production targets. Also the perception is that larger lot sizes lead to increase in efficiency. However, QRMs focus is solely on reducing lead time, and hence the impact of utilization and lot size on the same is studied. Higher utilization leads to increase in lead time, whereas lead time first decreases and then increases with increase in lot size. It is essential to consider all such manufacturing dynamics in order to come up with a process that minimizes the lead time and thereby costs. Traditional Belief: We must place great importance on on-time delivery performance by each of our departments and our suppliers. QRM Principle #4: Stick to measuring and rewarding reduction of lead times. According to QRM on-time performance is an outcome not a performance measure. Because if on time is considered as performance measure departments will quote longer lead-time to match up with on-time delivery. Again this will result in Response time spiral and results in poor performance of organization. But with QRM, organization will focus on shortening lead-time as a performance measure. In QRM its called QRM Number (measure of lead time reduction). This will eliminates Response Time Spiral and performance of organization will improve. Traditional Belief: Installing a material requirements planning (MRP) systemwill help in reducing lead times. QRM Principle #5: Use MRP for high level planning and coordination of materials. Restructure the manufacturing organization into simpler product- oriented cells. Complement this with POLCA, a new material control method that combines the best of push and pull strategies. MRP systems are of great help in managing material supply and ordering but lead-time cannot be reduced using MRP. MRP should be used on high level planning and coordination not on cell level in a cellular structure implemented by QRM, whereas POLCO can be used to manage material between cells and inside cells. POLCO basically a hybrid of push and pull systems using benefits of both. Traditional Belief: Since long lead-time items need to be ordered in large quantities, we should negotiate quantity discounts with suppliers. QRM Principle #6: Motivate suppliers to implement QRM, resulting in small lot deliveries at lower cost, better quality, and short lead times. This phenomena can be again seen as entering in Response Time Spiral in which if company buys in large batches this makes supplier to have longer lead time and company to order even larger batches. Internal and external incentives like discounts motivate ordering in large batches. The results this can be verified in John Deere where implementation of QRM with suppliers reduced cost and also improved quality with shorter lead-time and batches. Traditional Belief: We should encourage our customers to buy our products in large quantities by offering price breaks and quantity discounts. QRM Principle #7: Educate customers on your QRM program, and negotiate a schedule of moving to smaller lot deliveries at reasonable prices. Not only at the supply side, the small lot concept needs to be applied at the distribution end too. Normally it is the tendency of the sales force to get higher orders by offering quantity discounts. This will again lead to the spiral of increasing lot sizes, both during the process as well as on the procurement side, ultimately leading to lowering of delivery performance. By implementing QRM, a company can reduce its costs manifold which can then be passed on to the customers. There is a need to demonstrate to the customer that the company can deliver high quality at low prices even for small lots, which would be more beneficial both to the company as well as the customer. Thus, the idea of small lots percolates throughout the organization, from top to bottom, as well as throughout the supply chain, from supplier to customer. Traditional Belief: We can implement QRM by forming teams in each department. QRM principle #8: Cut through functional boundaries by forming a Quick Response Office Cell (Q-ROC), which is a closed-loop, collocated, multifunctional, cross-trained team responsible for a family of products aimed at a focused target market segment, and empower the Q-ROC to make necessary decisions. The traditional approach might result in local quality improvements in the respective departments. However, QRM is more concerned with the overall organization than just one department. The requirement is to cut the overall lead time for manufacturing as well as office operations for which Q-ROCs are more appropriate. Such Q-ROCs result in significant reduction of lead times for jobs such as cost estimating, quoting, and order processing. Closed-loop implies that the team would be self-sufficient in dealing with all the problems related to reducing lead time. This implies cutting across functional boundaries and changing the reporting structures to ensure the success of the process. Needless to say, this team needs to be given power in order to make the decisions as reducing lead time is the primary goal of the organization. The best example would be that of Ingersoll Cutting Tool Company, in Rockford, which reduced its engineering and order processing time for customized cutters fro m 10 days to half a day after implementing QRM principles. However, QRM should not be considered as an application of Reengineering as by using principles of system dynamics in the design of Q-ROCs, providing specific engineering and management principles for manufacturing organizations, plus by changing management principles and performance measures and adopting a company-wide approach, QRM goes much deeper than Reengineering. Traditional Belief: The reason for implementing QRM is so that we can charge our customers more for rush jobs. QRM Principle #9: The reason for embarking on the QRM journey is that it leads to a truly productive company with a more secure future. Also, lower cost/price, higher quality and shorter lead times result in highly satisfied customers. Charging more for speedy response is sustainable only in the short-term. In the long run, it is quality which differentiates a product from its competitors, and the same purpose is served by QRM. Searching for ways of squeezing time out uncovers quality problems and wasted efforts. Changing policies and adopting measures to rectify the same results in higher quality, lower WIP, less overhead, lower operating costs, and greater sales. The QRM Approach yields even better results than Lean Manufacturing as it ignores the wastes caused by long lead times. QRM takes the goal of waste reduction to the next level, creating an even leaner enterprise that will remain a formidable competitor for years to come. Traditional Belief: Implementing QRM will require large investments in technology. QRM Principle #10: The biggest obstacle to QRM is not technology, but mindset. Management must recognize this and combat it through training. Next, companies should engage in low-cost or no-cost lead time reductions, leaving expensive technological solutions for a later stage. As we have seen in many quality improving methodologies like Six Sigma, House of Quality the most important factor in the success of these initiatives is their acceptance by all the members of the organization; and QRM is no different. Realigning of all employees, from the shop floor to the boardroom, from desk workers to senior managers, to the QRM principles is a pre-requisite for the success of QRM, and hence training gains significance. Normally, performance measurement is tied to the cost accounting system which is an impediment to the successful implementation of QRM. Performance measurement must be aligned with the principles of QRM if the company has to benefit from the same. In a nutshell, the following points can be summarized about Quick Response Manufacturing: It requires measurement and efforts to minimize the metric, Manufacturing Critical-path Time (MCT), which is defined as the typical amount of calendar time from when a customer creates an order, through the critical-path, until the first piece of that order is delivered to the customer. This can be measured using the QRM number. Some changes in the structure of the organization are necessary to ensure the success of QRM. It basically requires the strategy of the organization to change from cost-based to entirely time-based with full emphasis on lead time minimization. Functional to Cellular:Cellular manufacturing is a pre-requisite of QRM as the cells yield greater flexibility in manufacturing. Top-down Control to Team Ownership:QRM requires the formation of closed-loop, cross-functional teams which need to be given complete power for monitoring the processes. Specialized Workers to a Cross-trained Workforce:Since the success of the process requires reduction in lead times across all the departments, there is a need to provide proper training to the workers so that they can perform multiple tasks and have a broader outlook. Efficiency/Utilization Goals to Lead Time Reduction:The evaluation parameters, performance measures have to shift from the traditional accounting measures to the goal of lead time reduction. The following steps need to be implemented in the organization so that QRM is a success: Creating a QRM mindset: The most important part is to make people realise the advantages of QRM over the previous measures i.e. the wastes created due to long lead time which are even ignored in Lean Manufacturing. Thereafter, a high-level QRM Steering Committee needs to be formed to oversee the QRM efforts. Also, like Six Sigma,by providing QRM training, some employees can be made QRM champions who can then be entrusted with the responsibility of the projects on a daily basis. Changing of organizational structure: Cross-functional planning team are formed to study feasible projects to which QRM can be applied. This would require the management to indulge in a detailed analysis of various consideration like Manufacturing Critical PathTime, product volumes, needs relating to strategy and other factors. Thereafter, QRM cells are formed and training and cross-training is provided to the operators in these cells by an implementation team which consists of members in the new cell as well as planning team members. Measurement of MCT is done to monitor lead time. Including of system dynamics: QRM requires going through the policies on utilization and efficiency in order to determine the proper loading of the cells. It also calls for making provisions for spare capacities and reduction in the batch sizes in order to reduce the lead time. Enterprisewide expansion of QRM: The process would typically begin with a single project. If the project is a success, its results need to be conveyed to all the members of the organization and more projects need to be undertaken based on QRM principles. QRM should not be restricted to the organization alone but should be extended through the entire supply chain. E.g. the suppliers should also be motivated to inculcate and apply the principles of QRM which would have mutual benefits for both parties. POLCA: The Material Control System for QRM: POLCO is Paired-cell Overlapping Loops of Cards. To implement this system the company need to create cells of the production process focusing on subsets for similar parts and then it processes a given customer order through differing cells depending on the needs of that order. High Level MRP is used to provide high level planning and coordination of materials from external suppliers and across these internal cells. But cells are managed individually. To explain POLCO we can take an example of a shop floor. Assume P1 focuses on color printing and P2 on black white printing after which we have three Formatting Cells, F1, F2 and F3, which convert the printed sheets into reports with the desired pages. After formatting comes binding operation, which include punching holes and notches, cutting the sheets, and bending, A1 to A4. Finally, all orders go to the Shipping Cell S1, where the packaged plates are placed in shipping containers and then loaded onto carts. The material control system used is POLCA where High Level MRP and a cellular organization is a prerequisite. In this case all Release times are created with the help of High Level MRP. But even after authorization of POLCO work will not begin until all conditions are met. POLCO cards are used to communicate and control the material movement between cells. As Figure shows the POLCA card flows for a particular order at any organization based on initial design. This orders routing takes it from P1 to F2, then to A4 for binding, and finally to S1 to be shipped. This order will therefore proceed through the POLCA card loops with the pairs P1/F2, F2/A4 and A4/S1. If cell P1 has a job authorized that is going to F3 next, then a P1/F3 card must be available at P1 in order for it to begin that job. If a P1/F3 card is not available, that means that there is a bottleneck at F3 and working on that job will only add to the work-in-process at F3. Instead, it would be better for P1 to put its resources into a job that is needed by another cell that is not backlogged. So the cell team at P1 skips the P1/F3 job for now, and looks at the next authorized job to see if a card is available for that job, and so on. Differences from KANBAN: POLCO cards only control flow between cells not within. POLCA cards are not product specific but they are specific to particular pair of cells. POLCO cards are used as capacity signal whereas Kanban is used as inventory signal. As return of POLCA card from a downstream cell signals that the cell has available capacity. Benefits yielded by POLCA: POLCA helps in managing short-term fluctuations in capacity and also assists in reducing congestion on the shop floor. If a POLCA card from a downstream cell is not available, it means that that cell or some other cell further downstream is backlogged with work. Hence it does not make sense allocating further work to that particular job, without replanning of resources, as this will only increase inventory in the system since somewhere downstream there is a lack of capacity to work on this job. A better alternative would be to use this cell for some other job during the time being. POLCA cards flow in longer loops which allows the production to respond to changes in demand or differences in the complexities of jobs. The additional jobs in the loop can act as a buffer to absorb variations in demand and product mix which makes it highly suitable to meet the needs of responsiveness. On the contrary, the pull system stresses on achieving constant takt times throughout the organization, ignoring the fact that a variety of products will require different manufacturing times. Benefits of Quick Response Manufacturing: Product Leadership: The main objective of QRM is to minimize lead times. By implementing QRM, a company attains many beneficial and competitive advantages. Benefits of Quick Response Manufacturing: Product Leadership: QRM enables a firm to have shorter time to market. Thus a firm can reach out to customers with the latest technology while competitors play catch-up. There are two ways of looking at it. The first is that a given point of time a firms product would be superior to that of its competitor. Another point of view is that since a firm has shorter lead time it can deliver technology that is openly available to the market much earlier. Lower working capital: Lower lead times permit companies to have lower raw material and finished goods inventory. As a result the working capital requirement is decreased. This places the firm in a better strategic position to utilise their resources and capital. Better position to increase market share: The lower lead times increase the firms responsiveness to opportunities in the environment. This increased responsiveness helps the firm attract customers and increase its market share. Increased inventory turns: Since the production system is triggered by demand, smaller batches are produced, inventory decreases, and the number of inventory turns increases. Many inefficient producers have substantial amounts of capital tied up in inventory; therefore, their inventory turns are low. Reducing the cost of quality by minimising rework: Cellular manufacturing places more responsibility and accountability on specific production teams. This results in specialization which inherently increases the quality of the product. It is much easier to pinpoint defects since the problems are directly traceable to certain teams or members. This has a positive impact on the quality of products. Cost Reduction: QRM aims at finding opportunities to improve the existing process. This results in lower operating costs. Using QRM, companies are able to save, in some cases, up to 25% of total operating costs by solving problems before they happen. Increasing Long Term competitiveness: QRM ultimately aims at enhancing the long term competitiveness of the team. The above mentioned benefits are only the stepping stones in the right direction. Issues of Quick Response Manufacturing: Increased reliance on suppliers: QRM requires a strong relationship with ones raw material suppliers and partners. To react to demand, a manufacturing firm must closely partner with suppliers that will quickly accommodate the firms production schedule. However, if the supplier cannot provide raw materials due to problems such as quality assurance/control, equipment repair or union labour, the manufacturing firm may not be able to meet customer requirements. This could result in stock outs and backorders. Change Management: It can be very difficult to implement QRM in a manufacturing environment. QRM is a business enabling philosophy that works top-down and therefore, changes the roles and responsibilities of the employees. Traditional roles, from lower levels through upper management, are drastically modified and the corporate infrastructure is typically altered. Employees can be extremely apathetic to these changes, which is a barrier that could significantly hinder the implementation process and the success of QRM. To implement QRM, companies must have representation from all functions i.e line and support functions (production, planning, purchasing, engineering, manufacturing, quality, finance and human resources) to facilitate the implementation. All functional areas need to buy-in to QRM philosophy to successfully implement such a major change in the way the firm does business. What Differentiates QRM from Lean? First and foremost is the QRM mindset: the driver for all the principles and strategies in QRM is reduction of lead time. This time-based mindset results in many operating policies that are different from traditional ones. In contrast the driver in JIT/Lean is waste reduction. Although the business press has been talking about the importance of lead time reduction, or speed, for over a decade, we find that most companies still lack the knowledge and the tools to effectively reduce their lead times. Worse still, policies are in place that are lengthening, rather than shortening, lead times. QRM devotes a substantial amount of effort in educating management and workers on why these traditional policies result in long lead times, and in showing them the QRM principles that must be put in place instead. QRM is a companywide strategy. While the original implementation of JIT/Lean at Toyota may well have encompassed the whole company, most Western implementations of JIT/Lean have focused on manufacturing and materials management. In many cases, JIT/Lean has been interpreted even more narrowly as merely implementing a pull system with kanban cards. In contrast, QRM clarifies at the outset that it is a companywide strategy with implications far beyond the shop floor, and principles for other company areas, such as, office operations, are clearly presented as part of the QRM philosophy. QRM provides rational principles and tools for lead time reduction. QRM uses an understanding of system dynamics, and exploits this understanding to define the best structures and policies that will reduce lead times. QRM begins by educating employees and giving them insight into these system dynamics. This then helps justify, to management and workers, the need for changes in policies. State-of-the-art analysis tools such as the MPX software package incorporate this analysis of system dynamics and help to derive the specific changes needed and to quantify the benefits that would be achieved.
